The context is: the team behind this game used to work on Dead Or Alive and Ninja Gaiden games, which were known for their fanservice of female characters. When you compare this game to the team’s previous efforts, they’re clearly self-censoring.

Compare this to Itagaki’s previous games, they’re censoring the game down to Soyny Current Year standards. As long as a game is launching on PlayStation in some capacity, you should assume that the developers are self-censoring ALL versions by default until proven otherwise.
